Héctor Otero advises on antitrust, regulation and litigation. His experience includes cases of abuse of dominance (streaming services, TV advertising), antitrust damage claims (food packaging, cardboard, power cables, truck manufacturers cartels), cartels (financial derivatives, automobiles, public procurement), merger control (media) and litigation and damage quantification (mobile communications, road infrastructure, intellectual property and ATMs). He has worked on the preparation of reports for governments and competition agencies in Mexico, Romania and Kazakhstan, and for international institutions including the World Bank, the Asian Development Bank and the Inter-American Development Bank. He has published articles in the Journal of Antitrust Enforcement and in Papeles de Economía Española and contributed to books on topics such as ex-post evaluation of antitrust agencies’ performance, institutional design of competition agencies, optimal antitrust fines and competition in the project finance industry.

 

He has been a senior consultant with the international consulting firm Global Economics Group (2014-2022). Prior to that, Héctor worked as an economic advisor to the Board at the Spanish Competition Agency (CNMC) from 2011 to 2013. Amongst other responsibilities, he contributed to the economic analysis of cases, evaluated the expert economic reports submitted by the parties and quantified the fines according to the agency guidelines. Previously, he worked as an economic adviser on competition and market regulation for the Council of Economic Advisers of the Spanish President (2009-2011) and as an assistant economist for the UK Competition Agency CMA (2008).

 

He has provided testimony before Spanish Courts in antitrust damage claims and litigation cases, and before the Spanish Supreme Court.

 

He has extensive experience with econometric modeling and statistical packages (STATA and R). He has completed specialization courses on data analytics, competition policy (Universidad Carlos III – Madrid) and economic analysis of law (Harvard University, 2018).
