Carlos Lever Guzmán is a Mexican economist with experience in market design, regulation, and energy economics.
He was head of the Hydrocarbon Revenue at the Mexican Ministry of Treasury, in charge of designing the fiscal terms and of auditing the hydrocarbon exploration and production contracts that were created in the 2013 Mexican energy reform. He was part of the leadership team that founded the Mexican Petroleum Fund at the Mexican Central Bank.
He has a MA and BA in Economics at ITAM and a PhD in Economics from Stanford University, where he studied market design and network economics. He served as Regional Dean for Social Sciences in Mexico’s largest private university, Tec de Monterrey. He has taught courses on Microeconomic Theory, Energy Economics, Market Design (Auctions and Contracts), and Introductory Macroeconomics.
