Elisa Mariscal is the Head of our Mexico City office. She has worked in competition matters for more than 20 years. She is an Economics and Law Adjunct Professor at CIDE (Centro de Investigación y Docencia Económicas), and an associated fellow of its Program on Regulation and Competition (PIRCE). She was a founding member of Mexico’s Federal Telecommunications Regulator (IFT) Advisory Council between 2015 and 2019 and is currently a member of Mexico’s Antitrust Agency (COFECE) advisory group on digital economy. 

 

Mariscal has participated as an expert witness on behalf of private actors in economics and antitrust matters, as well as being a named expert witness for the specialized tribunals in economic competition, telecommunications and broadcasting. She has also been deposed as a damages expert in a telecommunications matter involving international arbitration in Washington DC. She is listed as a Who’s Who Legal: Consulting Expert Economists since 2018. 

 

Elisa Mariscal was until 2021 a Managing Director with the international consulting firm Global Economics Group. She was also President of Competition Policy International (CPI) and prior to this was its Editor-in-Chief. CPI is an online knowledge resource and continuing education forum for the global antitrust and competition policy community. 

 

Prior to her work in the private sector, Mariscal headed the Directorate General for Unilateral Conduct Investigations at the Mexican Antitrust Agency COFECE. In this role, she led one of the largest unilateral conduct investigations for the CFC into exclusive dealings and fidelity rebates programs. During her seven-year tenure at the CFC, she held positions as advisor to the Chairman, Deputy Director of Economic Studies and Deputy l Director of International Affairs. Before this, she was an economic consultant at Cornerstone Research and LECG, where she worked in in antitrust, regulation and intellectual property issues in the U.S., Canada and Latin America. 

 

Mariscal has authored various papers including several studies on behalf of the COFECE for the OECD’s Competition Committee and the Regional Center for Competition in Latin America. She has also supported COFECE in several market investigations for COFECE, and has authored various academic papers on competition and telecommunications matters.
