Juan Delgado is the Head of our Madrid office. He has more than 20 years of experience in economic research and analysis applied to legal, regulatory and policy questions. He has worked in the fields of antitrust, competition and regulation, both as a policymaker, an academic and a consultant. Dr. Delgado’s expertise covers several fields including energy & climate, technology and digital markets.
Juan has served as an economic expert in antitrust, commercial litigation, damages and intellectual property and arbitration in complex cases in various industries. He has testified before commercial and civil courts in Spain and Italy, the National Appeal and the Supreme Courts in Spain and arbitration courts.
Juan has been a consultant to the World Bank, OECD, Inter-American Development Bank and Asian Development Bank on the economics of public policy and competition. He has advised governments and competition authorities in Central America (SIEC), Dominican Republic, Mexico, the Philippines, Georgia, Romania and Kazakhstan.
Previously, he has been a Director at the international consulting firm Global Economics Group (2014-2022) and has been an advisor for other economic consulting firms. Until 2011, Dr. Delgado was the first-ever Chief Economist of the Spanish antitrust agency CNC.
Prior to that, he was a research fellow at the influential European think-tank Bruegel (2005-2008) where he contributed to research and debate in the fields of energy & climate; antitrust and competition; single market policies; and market regulation and reforms. Previously, he was a research fellow at the Harvard Kennedy School (2004-2005), focusing on electricity market design. He has also worked with the Competition Directorate of the European Commission (2001-2004) and with the Spanish Telecoms regulator (1999-2001).
Delgado has written extensively in academic and policy journals and books. He has published in CPI Journal, Antitrust Chronicle, Journal of Antitrust Enforcement, Global Competition Litigation Review, European Competition Law Review, Journal of Economic Theory, Journal of Industrial Economics, Economic Theory and CESifo Economic Studies. He is a regular speaker and moderator at specialized events and is also an active player in the European economic policy debate.
Juan currently teaches graduate courses on Competition Policy and Energy & Climate Economics at the Universidad Carlos III in Madrid.
